Kornegay, Contract Specialist, (202) 324-5724 The Federal Bureau of Investigation (FBI) intends to negotiate on a sole-source basis with Systems Development and Analysis Incorporated (SDA), for a contract to continue technical support services. These services are in support of the Information Resources Division efforts to maintain and enhance the Multi-Domin Expert System (MDES) and the Telephone Analysis Application (TAA) System. SDA has provided support services, since 1990, as a subcontractor to Mnemonics System Incorporated (MSI), to enhance and maintain these systems. SDA currently provides system development, implementation, operations and maintenance services. The continuation of this technical effort includes; (1) Support which facilitates the FBI's porting of the TAA application from the SUN platform to the HP platform, (2) Support which facilitates the FBI's porting of the MDES application from the SUN platform to the NT platform, (3) Perform system maintenance to include; corrective, adaptive, and perfective measures. (4) Support the design, engineering activities, installation, training and implementation of the system. SDA possesses expert knowledge of FBI-specific requirements in planning, architecturing, and implementating these systems. This contract for SDA's continued support services will have options to extend performance for up to 36 months. Vendors able to meet this requirement are invited to provide technical capabilities, pricing, and other information which shows a bona fide ability to meet this requirement within 45 days of this publication. If no affirmative responses are received within this time to determine that a comparable source more advantageous to the Government is available, negotiations will be conducted with SDA on a sole-source basis.
