(202)694-1240 The Federal Election Commission (FEC) is soliciting proposals from qualified organizations for the following: Collection conversion and return of data contained on coded forms as filed by political committees and others into a prescribed machine readable format. The collection, conversion of data to magnetic tape/and or other electronic media and return of original forms along with data must be accomplished within 96 hours of the time the original form is received by the contractor from the Federal Election Commission. The original forms, which are reports required by the Federal Election Campaign Act, are submitted by 8,000 committees and could entail between 300,000 and 3.5 million transactions from 70,000 reports over a four year period. As indicated above, the vendor must be capable of providing a processing environment which will support significant monthly or quarterly fluctuations in the volume of transactions. Any vendor interested in participating in the bid process may be required to perform a "Live Test Demonstration" (LTD) which will involve the conversion of a sample of coded data into the proper electronic format.
