Bids will be received at the District's Administrative Office, Moss Landing Harbor District, 7881 Sandholdt Road, PO Box 10, Moss Landing, CA 95039 until 5:00 PM on April 15, 1999. Each bid is to be in accordance with the plans on file at the Moss Landing Harbor District office. The award of the contract shall be made to the lowest responsible bidder considering the sum of the base bid that the Harbor District may choose to award. The Harbor District reserves the right to reject any and all bids or any portion of any bid and/or waive any irregularities in any bid received. no bidder may withdraw their bid for a period of thirty (30) days after the date set for opening thereof. The project is subject to the "Buy America" provisions of the Surface Transporation Assistance Act of 1982 as amended by the Intermodal Surface Transportation Efficiency Act of 1991.
