99-06 The Ballistic Missile Defense Organization (BMDO), Directorate
of Threat and Countermeasures (BMDO/DTC) is issuing a Request For
Proposals to obtain expert, scientific and engineering support to the
Threat Systems Engineering Program concerning foreign missile systems
and particularly Ballistic Missile Defense countermeasures. This work
effort will be performed through independent technical analyses and
assessments, participation in Threat Systems Engineering Program (TSEP)
reviews and meetings, working groups, and information exchanges with
other BMD elements. Specifically, the scope of this effort will include
technical analyses and detailed engineering and design studies of
threat systems and associated countermeasures, conducting Threat Risk
Assessments (TRAs), development and maintenance of databases, support
to TSEP experiments, and reporting of results. This work effort
includes interfacing and close coordination with organizations within
BMDO/DTC, organizations internal to BMDO, the associated Program
Offices and executing agents, and the Intelligence Community. The
significant, non-cost evaluation areas for award will emphasize the
breadth and depth of corporate and technical experience directly
related to the tasks, past performance and innovation. Clearance
requirements include a TOP SECRET Facility Clearance and TOP SECRET/SCI
for the Program Manager, all Principal and Senior category personnel.
The Program Manager and the Principal level personnel shall have TOP
SECRET/SCI clearance at contract initiation; remaining Principal level
personnel shall have TOP/SCI clearance within 30 days after contract
initiation. All senior level personnel must be capable of being
upgraded within 30 days as needed. At least half of the Senior
Labor-Category personnel and below shall have Secret clearance at
contract award; remaining personnel shall have a Secret clearance
within 30 days after contract award. During contract performance
communications with other BMDO support contractors, academic
institutions, research laboratories, and foreign elements shall be
coordinated with the Contracting Officer's Representative. In the event
communication with a foreign element is required, the contractor must
do so in compliance with the Arms Export Control Act and the
International Traffic in Arms Regulations (ITAR). The Arms Export
Control Act and ITAR require U.S. contractors, who are proposing to
disclose classified or technical information controlled by ITAR to
foreign nationals or international organizations, first to obtain an
export license from DOS ODTC (Office of Trade Controls) or obtain an
exemption to the ITAR. A draft Statement of Work will be posted to the
BMDO Acquisition Reporting Bulleting Board (BARBB) at
http://www.acq.osd.mil/bmdo/barbb/barbb.htm. The Government intends to
post to the BARBB, other technical description documents and the RFP
information, as they become available. The contract will be a
completion Cost-Plus-Fixed-Fee type, with a 2-year base period and
three, one-year options. Planned contract award is May 1999. Small
businesses/small disadvantaged businesses as defined in Standard
Industrial Classification Code 8731, Commercial Physical and Biological
Research Space Vehicles and Guided Missiles, Their Propulsion Units,
Their Propulsion Unit Parts, and Their Auxiliary Equipment Parts (1,000
employees), are invited to submit to the contracting office as early as
possible, but not later than 15 days after this notice, evidence of
their capability to perform the contract, in order to assist in a
set-aside determination in accordance with FAR 19.5. Send written
