tensley@email.usps.gov. Purpose. The purpose of the contract is to
acquire the best available expertise to provide information and support
in launching the USPS on a productivity improvement trajectory that
will allow it to be "best in class" in each of its product markets,
whether regulated or not, and would result in industry recognized
breakthrough productivity increases in a substantial amount in the
first year during implementation and will establish a continuous
improvement capability thereafter. Based upon the technical
complexities and the aggressive schedule requirements associated with
this purchase, a solicitation will be issued to a select number of
highly qualified firms. This notice is being provided for informational
purposes only. Objectives. As a result of performance under this
contract, productivity measurement development expertise shall be
provided to, and for the accomplishment of the following: (1) Research
and review productivity performance measures, and best practices which
improve productivity, in each market in which the Postal Service is a
player, and make a determination of the most effective productivity
performance measurement systems and best practices for the following
functional areas: Distribution, Delivery, Customer Service,
Transportation, Communications, Advertising, Merchandise Shipping,
Counter/Retail Operations and Administrative. (2) Conduct a
comprehensive review of productivity performance measures used by the
Postal Service, and compare for effectiveness with best productivity
performance measures in the world market place. (3) Considering the
conclusions reached from performance of the first two requirements,
identify the gaps USPS productivity measurement and practices and
recommend areas of opportunity. Include prioritization of opportunities
that will elevate USPS to world class productivity leader. (4) Design
and develop tools, practices, measurement systems, and procedures
necessary to improve USPS productivity to achieve breakthrough
performance. (5) Develop a detailed implementation plan to integrate
new productivity measurements and/or best practices to improve
productivity, and provide expertise and support during USPS
implementation, including regular progress reports and necessary
adjustments to implementation.CLIN0001 Discovery, Assessment, and

Measurements and Best Practices for Improving Productivity (OPTION
ITEM); 0004A Labor, 0004B Materials, 0004C Travel; CLIN0005
Implementation of Breakthrough Productivity Measurement System(s), and
Best Performance Practices for each USPS Functional Area. (OPTION

shall include all costs associated with travel, and the same, including
per diem shall not be separately reimbursed by the Postal Service.
Delivery. Delivery under this contract shall be considered in the form
of a Firm Fixed Price type contract. The delivery period for
performance of CLIN 0001 and 0002 shall be in accordance with
Supplier's accepted proposal, but not later than June, 1999; CLIN 0003
by July; CLIN 0004 by August 99, and CLIN 0005 by September 1999.
