Cancer Institute (NCI) plans to procure from Mr. Laurence Freedman,
902 South Belgrade Road, Silver Spring, MD 20902, expert statistical
consulting for the Office of the Director, NCI, in order to assist the
Middle East Cancer Consortium (MECC) Joint Cancer Registration
Project. This service requires an individual/organization that has a
solid working relationship with the Middle Eastern participants
including a knowledge of the Middle East region and its politics,
sensitive issues, and the partnerships between groups. Mr Freedman has
spent 12 months building a solid relationship with the participants
and has worked with them to bring the project to its present stage
under a previous requirement that was advertised in the CBD. It is
NCI's intent to transition the supervision of the project to one of the
participating countries in the Middle East so NCI involvement maybe
discontinued after this year. Mr. Freedman has experience in the above
mentioned study with in depth knowledge in cancer registry procedures
and valuable links and networks which provide him with an expertise
insight and knowledge of this unique project. Specifically, Mr.
Freedman shall assist NCI in the continued establishment of a new
cancer registry in Egypt and the improvement of registries in Cyprus
and Jordan. In addition, Mr Freedman has been involved in analyzing and
proposing methods to reduce the backlog at the Israel Cancer Registry.
The contractor shall also convene/set up meetings; coordinate the
development of registry operation manuals; coordinate training in
registry procedures; establish checks for abstracting and coding of
medical data; and produce reports on the registries. For the above
reasons and to maintain the necessary continuity, Mr. Freedman is the
only source known to the NCI that can meet the above requirements. This
is not a solicitation for competitive proposals. However,
individuals/organizations that believe they meet all of these
requirements, may submit a statement of capabilities. Information
furnished must be in writing and must contain sufficient detail, to
allow NCI to determine if requirements are met. Materials shall be sent

Rockville, MD 20892-7227 no later than March 24, 1999 at 2:00 PM EST.
A determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will be considered solely for the
purposes of determining whether to conduct a competitive procurement.
