(SPAWAR) intends to issue a Request for Proposal for the award of cost
plus award fee level of effort contracts to perform non-personal
support services in the areas of Project Management, Systems
Engineering, Prime Mission Products/Engineering, System Test and
Evaluation, Site/Platform Installation, and Integrated Logistics
Support for the Space and Naval Warfare Systems Command (SPAWAR)
Headquarters. This is a full and open competition with an estimated
period of performance of a base period of 1 year plus four option years
commencing upon contract award for a total of five years. The estimated
level of effort is 1,200,000 Hours for the base year and 1,200,000 in
each of the four option years, for a total estimate of 6,000,000 Hours
over the five year period. This acquisition will issue one
solicitation with one Statement of Work that has several separate
sections (see Draft SOW paragraphs 3.1-3.6 on the SPAWAR's Business
Opportunities Web Page). Offerors will be directed to form a Team of
contractors to perform the effort described in the SOW. Offerors will
be further directed to divide the SOW sections to be performed by the
various members of their team. It is anticipated that a full and open
competition will result in award of up to six Cost Plus Award Fee prime
contracts to a team leader as well as its associated team members. The
team leader will be responsible for oversight of the entire team.
Offerors will be strongly encouraged to submit proposals utilizing
Small Business contractors. SPAWAR has an aspirational goal that 50% of
the total proposed dollar value of the effort will be performed by
Small Business contractors who will be awarded separate prime contracts
if their associated team wins. SPAWAR's goal is to make direct award to
Small Businesses as a result of this full and open competition. This
goal is 50% of the total value. If the 50% goal is not achieved through
separate prime contracts to small business concerns, the 50% goal may
be achieved through subcontracting to small businesses. Once the best
value Team is selected, separate contracts will be awarded to the
various members of that Team. A Memorandum of Understanding will be
established among the awards to each of the winning contractors and the
Government to ensure privity of contract. The Primary Standard
Industrial Classification (SIC) code for this effort is 8711 and the
small business size standard is annual average gross revenue for the
past three years of no greater than $20 million. This 8711 size
standard will apply to each of the primary awards issued under this
procurement. Secondary SIC codes for subcontracting purposes only are:
7371, 7373, 7376, 7379, 4813, 8741, 8742, 8731 and 8711, as
appropriate. A Bidders Mailing List will not be established and hard
copies of documents will not be provided. The solicitation will be
posted on the SPAWAR web site under OPEN Solicitations. The SPAWAR
Contracts Directorate estimates that the issuance of the final
solicitation will be on or about 31 March 99. Oral presentations will
be part of the evaluation and are planned for the month of May.
