International Resource Group, Ltd., Austin, Texas in collaboration with
the U.S. Department of Health and Human Services, Region VI Family
Planning Program, Dallas, Texas is initiating a three-year project in
Arkansas, Louisiana, Oklahoma, New Mexico, and Texas. Grant funds will
be awarded to demonstrate and evaluate how community based, non profit
organizations through existing and innovative service linkages, can
enhance access for hard to reach populations to needed family planning
information, education and clinical services. Hard to reach
populations include, but are not limited to males who exclude
themselves or are excluded by service providers, persons in alcohol and
drug rehabilitation programs including halfway houses, homeless
persons, adolescents, populations who are vulnerable as a result of
financial circumstances, place of residence, health status, functional
or developmental status, persons who are chronically ill or disabled,
survivors of domestic violence and or sexual/abuse. Grant recipients
may include religious affiliated organizations with certain federal
restrictions. It is expected that all applicant proposals will address
the following U.S. Department of Health and Human Service, Office of
Population Affairs Title X program priorities: expansion and
enhancement of the quality of clinical reproductive health services
through partnerships with entities that have related interests, and
that work with similar priority populations; increased emphasis on
services to adolescents, including emphasis on postponement of sexual
activity, and more accessible provision of contraceptive counseling and
services; increased services to hard to reach populations by partnering
with community based organizations and others that have an interest in
the prevention of unintended pregnancy; expansion of comprehensiveness
of reproductive health services, including STD and cancer screening and
prevention, HIV prevention, education and counseling; and substance
abuse screening and referral; and increased services to males,
emphasizing shared responsibility for preventing unintended pregnancy
and STD/HIV infection. Parties wishing to participate in this project
