Protection Agency, Office of Air and Radiation, Atmospheric Pollution
Prevention Division (APPD) is conducting a market research to seek
qualified sources capable of providing marketing, communication and
educational outreach services for its ENERGY STAR programs. APPD
programs are voluntary, nonregulatory programs that promote pollution
prevention by increasing energy efficiency, recover methane, and
encourage the development and purchase of energy-efficiency products.
These services would include: (1) promoting public awareness and public
education of ENERGY STAR programs and services and providing outdoor
marketing services that will promote APPD's marketing, media, and
public information efforts, (2) providing radio, television and public
service advertisements in order to promote public awareness and/or
prepare the consumer market for a product or service, (3) offering a
new or improved product or service at any time that has the potential
to provide more economical or efficient means for APPD to accomplish
its mission, (4) providing full service marketing, media, and public
information services including performing all phases, from
conceptualization to execution of marketing, media, and public
information services, (5) direct mail services, (6) commercial
photography services, (7) commercial art and graphic design services,
(8) market research, media analysis and related services, (9) web site
design and maintenance services, (10) trade shows/exhibits and
conference and events planning services, (11) press and public relation
services, and (11) videotape and film production services. Firms
possessing the capability to perform the requested work are invited to
submit a summary of their capability (limited to 10 pages, exclusive
of brochures or pamphlets) not later than 3/29/99, which should
include: (1) provide a brief statement on your firm's experience in
providing full service marketing, media and public information
services, (2) briefly describe the capabilities of your firm's creative
department, including the number of professional employees (non
clerical), (3) briefly describe your current experience in the
knowledge of and use of state-of-the art direct marketing techniques
beyond the realm of conventional mailing techniques, and (4) provide an
organizational chart and describe the overall structure of your firm.
Only written responses will be accepted. The information will be used
to enable this office to develop an acquisition strategy towards
acquiring this support. The resulting contract will require that the
contractor be responsible for providing all necessary facilities,
equipment, materials and related administrative support, and qualified
personnel. Prospective sources are notified that the Government will
not be responsible for proprietary information that is submitted as a
result of this Sources Sought Announcement. This announcement is for
