robinson.rosita@epa.gov. The Environmental Protection Agency, Office of
Air and Radiation, Atmospheric Pollution Prevention Division (APPD) is
conducting a market research to seek qualified sources capable of
providing sales and marketing planning and implementation, technical
and market research and support services, software and Internet tool
development, outreach and communication to various industries and other
support services to its ENERGY STAR programs. APPD programs are
voluntary, nonregulatory programs that promote pollution prevention by
increasing energy efficiency, recover methane, and encourage the
development and purchase of energy-efficiency products. EPA has, or is
planning to have Energy Star programs in the following industries.
Sources are sought that have background in some or all of these
industries. 1. Home Electronics 2. Office Equipment 3. Residential HVAC
4. Commercial HVAC 5. Residential Lighting 6. Exit signs 7. Vending
machines 8. Roofing Products 9. Insulation 10.Appliances 11.Building
science 12.Home Energy Rating 13.Remodeling These services sought would
include: (1)Ability to locate and recruit technical, training and
marketing experts,(2) Provision of industry experts who are capable of
working at high levels with manufacturers, wholesalers, trade
associations, utilities, NGOs and other organizations that are
associated with these industries, (3) Implementation of sales and
marketing plans, including:(4) development and distribution of
materials, (5) development and presentation of workshops and seminars,
including all logistics and provision of instructors with expertise in
product markets, (6) tracking, data entry and reporting. (7) Account
recruiting and management,(9) Market Research and strategy development
(10) Writing of technical memos and "white papers" on industry trends,
issues and key developments and their effects on EPA's programs (11)
Writing technical reports on technologies, including economic and
cost-benefit analyses, pollution-reduction benefits, and market
transformation, (12) Assessing the technical and market potential of
new or existing energy-efficiency technologies along economic and
environmental lines, (13) Economic, cost-benefit, and pollution
reduction modeling, including the ability to dynamically model energy
use in buildings, (14) Writing technical and general articles for trade
press, (15) Development and support of software tools, including sales
tools, modeling tools, and technical tools, (16) Large-scale program
management tasks, such as mass faxing and correspondence, tracking of
many accounts, fulfillment, data management, etc., (17) Web site
development and maintenance. Firms possessing the capability to perform
the requested work are invited to submit a summary of their capability
(limited to 10 pages, exclusive of brochures or pamphlets) not later
than 03/29/99, which should include: (1) a brief statement on your
firms's experience in providing full service marketing, media and
public information services, (2) brief description of the capabilities
of your firm's creative department, including the number of
professional employees (non clerical), (3) brief description of your
current experience in the knowledge of and use of state-of-the art
direct marketing techniques beyond the realm of conventional mailing
techniques, and (4) an organizational chart which describes the overall
structure of your firm. Only written responses will be accepted. The
information will be used to enable this office to develop an
acquisition strategy towards acquiring this support. The resulting
contract will require the contractor to be responsible for providing
all necessary facilities, equipment, materials and related
administrative support, and qualified personnel. Source are notified
