Department of Interior, is soliciting proposals from construction firms
having the capability to perform the work described below. A negotiated
firm-fixed price contract will be awarded requiring submission of both
a technical and a price proposal. The work of this contract consists
of, but is not limited to, the general rehabilitation of the Sandy Hook
Lighthouse including removal and replacement of exterior plaster
surfaces, removal of lead based paint from historic window frames and
spiral stair, general painting, installation of new windows and a new
entry door, replacement of steel panels on the lantern, replacement of
sandstone decking with new sandstone decking, replacement of flat seam
copper cover over sandstone decking with new flat seam copper,
resetting sandstone floor slabs, general rehabilitation of the lantern,
replacement of the existing emergency back-up light system with a new
generator new underground electrical service and interior electrical
systems, and installation of a ventilation fan. The work of this
project also includes minor rehabilitation of the adjacent garage
including installation of a new asphalt shingle roof (roofing shingles
provided by Government), removal of existing garage door appendages,
installation of new barn doors, installation of new wood double-hung
windows, interior gypsum board work for fire rating, installation of
new diesel generator, and exterior painting. -- The Sandy Hook
Lighthouse is a National Historic Landmark. All work will therefore be
directed towards its preservation and protection. The drawings and
specifications will require extraordinary work in order to preserve
original materials, work, and archeological resources, and shall be
adhered to even though there may appear to be more expeditious methods
to complete the work. All ground disturbance activity will be
monitored by Government personnel. -- The Sandy Hook lighthouse is
located at Fort Hancock, New Jersey. From Newark, NJ, south on the
Garden State Parkway to Highway 36, through Highlands, NJ to Beach
Road, north on Beach Road to Fort Hancock. -- An official
pre-solicitation site meeting will not be held; however, interested
parties will be allowed to gain access to the lighthouse and garage on
a very limited basis. A few specific access dates and times will be
established at the time bidding documents are available. -- Estimated
price range, $250,000 TO $500,000. -- Time for completion, 180 calendar
days. -- Offer response date is approximate; actual date will be
established at the time bidding documents are available. -- All
responsible sources may submit an offer which will be considered. --
