ANNOUNCEMENT. This solicitation notice is for the acquisition of a new
Simplified Acquisition of Base Engineering Requirements (SABER)
contract. This will be a Indefinite Delivery Indefinite Quantity (IDIQ)
type contract for one year with four (4) one year options; a total of
five years if all options are exercised. The minimum amount for the
entire life of the contract (initial period plus options) is $20,000
and the estimated maximum amount for the entire life of the contract
(initial period plus options) is $15,000,000. Funded Delivery Orders
will be issued against the basic contract and will identify the exact
tasks to be performed. The average value of SABER delivery orders under
the current SABER contract is $72,000. In general, the work consists of
a broad range of maintenance, repair and minor construction work on
real property at Kadena AB and its associated sites in Okinawa, Japan.
The contractor will be required to furnish all materials, equipment
and personnel necessary to design, manage, and accomplish the projects.
The contractor will be required to maintain management offices on
Kadena AB, Okinawa Japan in order to receive work requests and provide
other management services related to accomplishing individual delivery
orders. The jobs will include tasks in a variety of trades, such as
carpentry, road repair, roofing excavation, interior/exterior
electrical and mechanical systems, traffic and crosswalk signals, fire
and security alarm/sprinkler systems and sewer, plumbing, sheet metal,
painting, demolition, concrete masonry, and welding. Services such as
wall-covering, mini-blinds, floor-covering, and carpet installation,
pickup, delivery and assembly of all government furnished material and
equipment, landscaping, and building demolition may be performed as
construction when the work is incidental to a larger construction
project. In addition, the Contractor will provide user licenses,
estimating software, annual software updates, software maintenance and
training based on the current PULSAR RS Means Cost Estimating System
(MCES) or equal, data adapted to local and United States conditions and
must be linked to the Construction Specification Institute (CSI) and
localized specifications (Japanese Industrial Standards (JIS)). The
contractor will be provided reference data relating to Construction
Specification Institute (CSI) and/or Japanese Industrial Standards
(JIS) specifications for all United States and overseas materials. The
applicable SIC Code is 1542. Award will be made to the most
advantageous offer resulting in a Best Value contract. Source Selection
factors include (a) Past Performance (b) Experience, and (c) Price.
Anticipated issue date for the solicitation is 15 Mar 99 with estimated
due date for receipt of offers 29 Apr 99. Solicitation documents will
be issued and made available on the internet address specified herein
or on CD ROM by written request. A draft copy of the Statement of Work
and other portions of the solicitation is posted on the 18th
