to issue a Request for Proposal (RFP)] for a four (4) year service
agreement contract for a Langley-owned Stereo-Lithography, Rapid
Prototyping System (SLA-500) covering preventive maintenance,
hardware/software repairs, software upgrades, all field applications,
engineering support, on-site training for computer upgrades and
documentation updates and replacement lasers. The SLA 500 is a unique
light sensitive laser hardened resin rapid prototype system. NASA/LaRC
intends to purchase the items from 3D Systems, Inc. under statutory
authority of 10 U.S.C.2304 (a) (1). The unique SLA-500 hardware was
developed by 3D and is proprietary hardware. The SLA-500 software was
developed and copyrighted by 3D Systems, Inc. and the system does not
function without this software. Therefore, 3D is the only reasonable
source for providing maintenance, software upgrades, engineering
support and training for this system. The Government intends to acquire
a commercial item using FAR Part 12. An Ombudsman has been appointed.

publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the RFP.
All qualified responsible sources may submit an offer which shall be
