278-6704 This office proposes to award a Firm-Fixed-Price Indefinite
Delivery/Indefinite Quantity type Simplified Acquisition (Supplies)
pursuant to Federal Acquisition Regulations (FAR) Subpart 13.5 Test
Program for Certain Commercial Items, utilizing FAR Parts 12 and 13
procedures. This solicitation is being issued as a Request for
Quotation (RFQ). The Standard Industrial Classification is 2491 and the
small business size standard is 500 employees. The acquisition shall be
for a base period of one year and a one-year option period. The work
covered in the specifications consists of providing labor, tools,
equipment and materials necessary to procure and deliver wood marine
piles and wood range kits to various Coast Guard Units located in
Texas, Louisiana, Mississippi, Alabama, Georgia, and South Carolina.
The specified pile lengths are 30, 40, 50, and 60 feet; the range kits
are 10, 12, 14, and 16 square feet. When the Government requires a
quantity of less than 10 piles or one range kit, the Government will
not be obligated to purchase, nor will the contractor be obligated to
furnish these items under the contract. The delivery time is 21
calendar days from the acceptance date of the delivery order. The
Government guarantees a minimum amount of $10,000.00 per year. The
total amount of the contract shall not exceed $1.5 million per year.
Individual delivery orders cannot exceed $300,000.00. All offerors must
hold their prices firm for 60 calendar days from the due date specified
for receipt of proposals. This acquisition is unrestricted and open to
both small and large businesses. All responsible sources may submit an
offer which will be considered by this agency. Requests must be

Short-Term Lending Program (STLP) offers working capital financing in
the form of lines of credit to finance accounts receivable for
