for Information or Solicitation for Planning Purposes", the Space &
Naval Warfare Systems Command (SPAWAR), on behalf of the Program
Executive Officer -- Space, Communications, and Sensors (PEO-SCS),
plans to issue a draft solicitation for production of the
Multifunctional Information Distribution System -- Low Volume Terminal
(MIDS-LVT). The MIDS-LVT is the third generation of Link-16 technology
(advanced tactical data link system). In addition to demonstrating
interoperability with the Joint Tactical Information Distribution
System (JTIDS) and MIDS Engineering Manufacturing Development (EMD)
LVT, the production MIDS-LVT must utilize an open systems architecture
and meet interchangeability requirements with the MIDS-EMD-LVT. Per
international agreement, the Government will conduct a competition
limited to prime contractors within the nations of France, Germany,
Italy, Spain, and the U.S. The Government intends to make multiple
contract awards. Thecontract type will be an
indefinite-delivery-indefinite-quantity (IDIQ) for firm-fixed-price
(FFP) terminals and spares. The ordering period for terminals and
spares will be from date of contract award (planned for March 2000)
through 30 September 2004. This contract also will include requirements
for supportability management, contractor depot repair of production
and EMD terminals, and engineering & logistics services on a
firm-fixed-price, time-and-material-and-labor-hour, and cost plus fixed
fee basis, respectively. The planned release date of the draft RFP is
on or about March 15, 1999 with the official RFP release date planned
for June 1999. The draft RFP and any subsequent updates will be issued
via the SPAWAR Business Opportunities web page

issued. The applicable RFP number is N00039-99-R-2103(Q). A MIDS-LVT
technical data package & production library will made available after
the draft RFP is released. Significant items from this library will be
available on CD-ROM. Further details regarding the library and the
CD-ROM will be provided in the draft RFP. In accordance with FAR
15.201, SPAWAR encourages Government-Industry exchanges concerning the
forthcoming draft request for proposals (RFP). Questions or comments
regarding the draft RFP shall be submitted by e-mail through the SPAWAR
Business Opportunities web page and addressed to the contract
specialist Sal Cianci at ciancis@spawar.navy.mil. Questions or comments
may be submitted at anytime and should be received by April 15, 1999 to
ensure full consideration prior to official RFP release in June 1999.
Only questions or comments submitted via e-mail through the Business
Opportunities website will be considered. The Government may conduct
one-on-one meetings with interested prime contractors if it determines
