National Oceanic and Atmospheric Administration (NOAA) requires a
fully-installed and functioning video projection and recording system.
1a. Video projector at up to SXGA (1280x1024 pixels, 24-bit color,
uncompressed), with expansion to full- screen images of XGA, SVGA, and
NTSC signals. Input signals must be accepted directly from PCs, UNIX
workstations, and Macintosh computers, as well as NTSC video tape and
DVD via S-video connection. Projector must display at normal vertical
refresh rates for all input devices. Projector light output must exceed
1000 lumens; remote-control zoom and focus are required (see below for
other remote-control requirements). Projector or associated video
switcher must have S-video output for recording. Projector to be
mounted on the center of the ceiling soffit closer to the MPR stage.
Projector must connect to computer input stations at the stage, as well
as the projection booth's NTSC sources. 1b. Portable Video Projector at
up to XGA (1024x768 pixels uncompressed) with expansion to full-screen
images of SVGA, and NTSC signals. Input signals must be accepted
directly from PCs, UNIX workstations, and Macintosh computers, as well
as NTSC video tape and DVD via S-video connection. 2. High-fidelity
sound/video system to operate with video projector for high quality
audio, Dolby ProLogic and Digital Surround modes available with
5.1-channel output (but, a subwoofer is not needed) and high-fidelity
loudspeakers independent of any previously-installed Public Address
system. A composite monaural feed to the PA system is an option but not
a necessity. Audio/video components must include: Multi-source surround
sound and video controller/amplifier with AC-3 digital surround sound
decoder, speakers for 5-channel (LF, CF, RF, LR, RR) surround sound,
audio cassette recorder/player, DVD/CD player with AC-3 digital audio
output, input provisions for existing video camera system, SVHS
multi-speed videocassette recorder/player to play through the projector
and record from any selected source, A/V controller must accommodate
multiple composite and S-video inputs, 2 -- 35mm "carousel"-type slide
projectors with AMX- compatible power, slide advance, and focus
controls and lenses for 60-foot projection distance to 8' screen. 3.
Remote-Control System (AMX or equivalent, includes hand-held RF
monochrome remote tablet) to control: Room lighting via interface with
dimmer controls in booth, All video sources (tape, disc) and
projector, Surround audio (existing PA system, as installed, has NO
remote-control capability), slide projectors 4. Installation of above
components, including all cables (plenum-rated where necessary), audio
and/or video relay amplifiers and other adjunct components. Two
computer video input ports to projector must be installed, one at stage
front and one in projection booth. Two S- video input ports to A/V
controller must be at stage front, with cabling to booth. Installing
vendor must be factory-certified for components being installed. All
cables shall be routed in a neat and secure manner such that no
tripping or tangling hazard is presented to the room occupants. Cabling
from the video sources to the projector shall be installed by the
vendor and shall be routed in a neat and secure manner. Cables may be
led from the booth and stage area to paths beneath access flooring in
adjacent hallways; the floor in Room GC-402 is solid concrete. The area
above the suspended "spline" ceiling in Room GC-402 is accessible only
with the assistance of the ceiling-installation contractor. All
materials used above the suspended ceiling shall meet all Federal and
local building codes. 5. Rapid-response Onsite Service must be by
factory-certified technicians. Proposal contents shall include a
listing and description of all components necessary to meet the
requirements, estimate of the time required from the award of a
contract until all components are available for installation, estimate
of the time required from beginning of installation until the
installation is complete and ready for use, total cost including all
components, labor and training materials. The installation proposal
shall be delivered with the bid. The installation proposal will be
reviewed by the General Services Administration (GSA) Building Manager.
If modifications to the installation proposal are required by the GSA
Building Manager the vendor will be given the opportunity to update the
proposal for content and cost so that it meets applicable building code
requirements. Responses are due via mail or FAX by March 29, 1999. No
RFQ package is available. This procurement is being conducted per
Simplified Acquisition Procedures FAR Part 13 (NTE $100,000) and is set
