United States Special Operations Command (USSOCOM) has a requirement
for a low profile, lightweight battery pack system configured to
interface and operate with the Active Noise Reduction (ANR) System, and
aircraft intercommunications system (ICS) through the use of a modified
non-developmental item (NDI) acquisition strategy. References to the
"battery pack" shall pertain to the complete system to include
batteries, cables, connectors, battery box, etc. As a modified NDI
program the USSOCOM expects offerors to propose a material solution
based on existing products and technology, not one that requires
extensive new development. The battery pack shall power ANR system for
a minimum of four (4) hours-continuous use. The battery pack power
source shall provide 17 VDC min-30 VDC max at 100 mA (max) for four (4)
hours of continuous operation. The batteries shall be disposable,
standard-sized and readily available on the commercial market. The
battery pack shall be certified for use in Class 1, Div 1, Grp D
hazardous areas in which fuel vapors exist. The battery pack shall
interface with both the ANR headset and helmet connectors. A firm fixed
price, indefinite delivery indefinite quantity contract (min 40; max
2500)will be awarded for the design, develop, test, and delivery of 40
systems to support operational test and evaluation that meet
requirement thresholds. After successful completion of all validation
testing and USSOCOM acceptance, production quantities can be ordered
over a three year ordering period. All responsible sources may submit
a proposal which shall be considered. This solicitation will be
available on the internet at http://www.socom.mil 15 days after this
