The U.S. Army Corps of Engineers, Walla Walla District, has a competitive requirement for all labor, material, equipment and plant to fabricate and deliver turbine headcovers, f.o.b. destination to Little Goose and Lower Granite Dams, Washington state. Work consists of: 1) Fabrication: Headcover consists of a circular steel bottom plate 128-inch OD with a 79-inch diameter center hole and a circular steel top plate 97-inches OD with a 79-inch diameter center hole. The top and bottom plates are welded to eighteen steel plate ribs. Headcover is fabricated in two half pieces which are bolted together. A multitude of holes, some threaded, are drilled through the plates in precise locations. All steel plates are 2-inches thick. 2) Machining: Mating surfaces of the two halves are machine finished. The two halves are then bolted together for final machining. The top surface of the top plate and the bottom surface of the bottom plate are machine finished to form two paralled planes. The 128-inch OD and the 79-inch center hole are machine finished to form two true circles with the same center point. Grooves for O-ring seals are to be machined into the headcover. Note: Final machining shall be performed with the two headcover halves bolted together. Final machining of each half separately then bolting them together will not be acceptable. The machine shop that performs final machining shall have equipment of adequate size to perform final machining with the two headcover halves bolted together. Size standard for small business concerns under Standard Industrial Classification Code 3441 is 500 employees.
