local time to the solicitation listed above. Please check the Web Site
listed below for the amendment. (Althernate address for the Web Site:
http://www.epa.gov/oam/hpod.) Hardcopies of the amendment has been
sent to those companies which previously received hard copies of the
original solicitation. Also, posted on the Web Site are Questions
submitted in reference to the RFP and the corresponding Answers. Those
Q and A's are also listed below. 1. Is it a true statement that
bidding firms would develop, as a response to the RFP, A) a document
outlining our approach to performing all the tasks listed in your
Statement of Work B) a portfolio consisting ONLY of samples of previous
PSA campaigns or Internet services, all of which must be from different
campaigns C) members of a company's staff may not submit items from the
same campaign D) a budget for a one-year period of work (although
whether 1, 2 or 3 campaigns would be required in a year is unknown)?
ANSWERTO #1 A) Yes B) Yes C) Yes D) The Level of Effort clause listed
in Section L of the solicitation details the hours per Professional
Level to propose for the contract. This is the total number of hours
(4,959 hours per contract period) that will be used under any resulting
contract. 2. Are there any hard costs, such as duplication of
video/audio PSAs, printing of brochures, mailing costs etc. that would
be paid directly by the EPA? ANSWER TO #2 No, there are no "hard"
costs that EPA will pay directly. (The potential offeror by stating
directly meant any costs that suppliers would bill directly to the
Agency, rather than to the selected contractor and then they would
invoice EPA.) The potential offeror must decide how to bill these costs
to the contract. 3. If not, are these costs to be included in the
category of "Other Direct Costs," which have a $50,000 cumulative
ceiling for the life of the contract? ANSWER TO #3 Other Direct Costs
(ODCs) have been modified for the Base Period and each Option Period.
Please see Amendment 0001 to the solicitation. The total for ODCs is a
total $190,000.00 for EACH contract year. 4. What is the correct
definition of a "campaign"? On page 1-4 of 10, it states that "a single
PSA campaign may be defined to consist of a SINGLE focus group
session..." But, on the next page, 1-5 of 10, it states that "A minimum
of 6 focus group sessions shall be conducted per campaign." These two
statements are a bit confusing to me. ANSWER TO #4 One (1)campaign
focus group session may consist of zero to 6 meetings. These meetings
will be conducted in 3 regions of the United States: East, MidWest and
West. There will be zero to 2 meetings in each region. 5. The number
of print, video and audio productions required in one "campaign" is
also somewhat unclear. On page 1-4 of 10, it states "A single PSA
campaign may be defined to consist of . . . either a single video,
audio or print product. Additionally, the Agency foresees the
Contractor continuously running an Internet site during the length of
the contract." However, on page 1-10 of 10, it states that "one
campaign could be television and radio, another could be just radio or
just print, yet another could be all three." This also seems
contradictory. In addition, it seems that it would make budget
estimates difficult, if we figure the budget on a per-year basis.
ANSWER TO #5 A single campaign may consist of 1 or more products. A
product is a video tape, audio tape or printed brochure or booklet. 6.
What is the EPA's definition of a "concept"? Does this mean that the
EPA would have detailed storyboards, scripts and/or designs created
before consulting the contractor, or would the EPA just have ideas for
the contractor then to use to create all the detailed executions of
the campaign? ANSWER TO #6 EPA would have ideas for the contractor to
use to create all the detailed executions of the campaign, but it will
be up to the contractor to come up with storyboards, scripts, designs,
etc.. 7. Does the EPA have a contracting firm that is currently
performing this service? Are bidders allowed to know the name of this
firm? If there is an incumbent firm, have they established an average
budget for previous years of the program? ANSWER TO #7 This is a new
requirement. There is no incumbent contractor. The original due date
for proposals has not changed. Proposals are still due by Noon local
