Materiel Command Acquisition Center, Natick Contracting Division,
Natick, Massachusetts, intends to conduct negotiations and award a
low-dollar-value sole-source purchase order, for airbeam production and
testing, to Federal Fabric Fibers. Referenced FAR 6.302-1. The
Government currently has a contract with Federal for the fabrication of
3-D woven, seamless airbeams. In support of this program, the
Government requires additional production and cycling testing
(inflation/deflation) of the Federal Fabrics proprietary-design
airbeams in sequences of 0, 50, 100, 150, 200, 250, and 300 cycle
increments. Hydrostatic burst testing will then be performed on the
cycled airbeams to establish the level of degradation due to fiber flex
fatigue. Since the Government requires the production and testing of
items identical to those being procured under the aforementioned
contract, since these seamless airbeams are of proprietary design from
Federal Fabric Fibers, and since Federal Fabric Fibers is otherwise in
a unique position to conduct the testing, no other item or company can
meet the Government's needs. No solicitation exists. Responses to this
