is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; Quotations are being requested. No
other solicitations will be issued. All information required for
submission of an offer is included in this solicitation. We do not
issue receipts for offers. No information will be given over the phone.
The Solicitation number is FA4416-99-T026. Offerors must comply with
all instructions in FAR 52.212-1 with submittal of their offer and
provide all information. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-10. The Standards Industrial Classification Number is 3613
and the Business Size Standard is 750 employees. The proposed contract
action here is a small business set aside. The following provisions
and clauses apply to this acquisition. FAR 52.212-3, "Offeror
Representations and Certifications -- Commercial items", FAR 52.212-4,
"Contract Terms and Conditions -- Commercial Items", FAR 52.228,
"Insurance -- Work on a Government Installation". Contract award will
be based upon Price and Past Performance. DESCRIPTION: Provide all
personnel, equipment, tools, materials, technical supervision, and
other items and services necessary to perform all operations in
connection with the preventative maintenance, testing, and inspection
of the equipment for three substations in the basement of Bldg. 1535 at
Andrews Air Force Base Maryland 20762. All work performed shall be on
de-energized equipment. All required switching of energized equipment
should be performed by government personnel. It is highly recommended
that interested contractors attend the site visit to familiarize
themselves and their employees with the overall order and structure of
the substation's components prior to submission of their offer. The
contractor will be responsible for obtaining manufacturer's manuals,
from the government, on all equipment involved. A site visit will be
held at 9:00 AM Eastern Standard Time on 18 Mar 99. Interested parties
