Postal Service, Major Facilities Office, 225 North Humphreys Blvd., Memphis Tennessee is advertising Solicitation No. 475450-99-A-0003 for award of five (5) Indefinite Quantity Environmental Consultant Services Contracts. The contracts will consist of furnishing manpower, materials, equipment, and supervision necessary to perform under an Environmental Consultant Services Indefinite Quantity Contract (ECSIQC). The ECSIQC's are required for issuing work orders to provide services necessary to perform environmental support functions, such as consultant, designer/coordinator for environmental design, environmental construction/remediation project advertising and award, in relation to U.S. Postal Service (USPS) new construction, expansion projects, some repair and alteration projects, and environmental compliance requirements. The ECSIQC's are required, also, to provide professional staff, materials and equipment for use by USPS Project Managers and environmental staff who will be responsible for the functions described above for postal facilities and properties as follows: Postal Service projects may be located in any of the 50 United States and U. S. Territories as follows: Alabama, Alaska, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, District of Columbia, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Puerto Rico, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin, and Wyoming. The issue date of the solicitation is March 8, 1999. The due date is April 21, 1999, at 4:00 p.m. CST. The Postal Service propose to award five (5) Indefinite Quantity Contracts for a base period of two (2) years with three (3) annualone (1) year renewal options (potential contract period of five (5) years) with the total contract amount not to exceed $5,000,000. Work orders for environmental services will be issued against the Indefinite Quantity Contracts with no work order or annual contract amount limit. A Preproposal Conference is scheduled for March 26, 1999, at 10:00 a.m. CST, at the Radisson Inn Airport (Second Floor), 2411 Winchester Road, Memphis, TN 38116, Telephone No. (901) 332-2370 -- on Airport property. Interested firms must submit an ECSIQC Proposal consisting of two parts: (1) Technical which must include demonstrated technical competence in each of the environmental services listed in the solicitation. The evaluation criteria to be used in the technical evaluation of proposals are as follows: General, Management Approach, Environmental Experience, Personnel Qualifications, Staffing /Resources, and Mitigation Planning. (2) The cost proposal will be evaluated based only on a composite multiplier derived from the offerors proposed multipliers for Work Group I and II. Contract award will be made to the responsible offerors whose proposal offers the best value to the Postal Service. Evaluation of proposals shall be a two-step process, wherein all Cost Proposals shall remain unopened and safeguarded until all Technical Proposals have been evaluated. The proposal documents and solicitation booklet costs $100 per set for Priority Mail service (2 to 3 days). The cost is $125 per set for Express Mail service (next day). All charges are non-refundable.
