more information. The solicitation number is DAHA2099RB009. This
solicitation is issued as a Request for Proposal (RFP). The Air
National Guard is contemplating a firm fixed price contract for
Aircraft Fuel Distribution Services. These services are currently being
performed by the Government, and a direct conversion under OMB Circular
A-76 will be conducted to determine the most cost-effective mode of
operation. The proposed contract will have a one month Basic Period
with three twelve-month Option Periods. All responsible sources may
submit a proposal, which will be considered. A contract will not be
awarded if Government performance is determined to be more
advantageous.The proposed contract is 100% set aside for small business
concerns. The Standard Industrial Classification (SIC) code for this
solicitation is 4581, the small business size is $5,000,000.00. If
issued electronically it is the offeror's responsibility to monitor
this site for the release of amendments (if any). DESCRIPTION OF
SERVICES: The Aircraft Fuel Distribution function provides the
following services to support a wide variety of military aircraft at
Selfridge ANG Base MI.: Contract Management, Fuels Administration,
Quality Control, Fuel Product Distribution, Fuels Control Center and
Fuels Accounting. A brief breakdown of these services include, but are
not limited to: 1. Contract Management, maintain product levels,
investigate abnormal gains and losses, train military on new equipment,
control classified property, maintain publications, and perform minor
maintenance. 2. Quality Control, operate fuel laboratory, sample and
document, maintain, monitor and update equipment. 3. Fuels
Distribution, perform minor vehicle maintenance, refuel/defuel
aircraft, perform truck filling operations, ensure proper grade of fuel
is issued to aircraft and perform ground fuel servicing to support
equipment. 4. Fuels Accounting, reconcile requisition, receipt, issue
and inventory documents, prepare and submit reports, identify excessive
gains and losses, requisition ground fuels, gasoline, diesel, oxygen,
liquid nitrogen, and maintain aircraft and ground fuel credit cards.
Contractors must be fully qualified in all aspects of the requirement
to be considered. REQUEST FOR SOLICITATION: Hard copies of the
solicitation will not be available. The solicitation may be issued via

solicitation please provide Business size (i.e., large business, small
business, small and disadvantaged business, 8(a) certified business,
woman-owned small business), Commercial and Government Entity (CAGE)
Code Number, and Dun and Bradstreet (DUNS) Number. All requests for
solicitation package must be in writing by letter, e-mail, or FAX (810)
307-4322. All offeror's MUST include e-mail address. Telephonic
requests for solicitation will not be honored. Preproposal Meeting:
Preproposal meeting for offerors will be conducted on 22 April 1999 at
0900 Eastern Standard Time (EST). All contractors are to notify the
administrator at (810) 307-5235 or 4733 no later than the day prior to
the conference. All contractors are to meet at 29553 George Ave.,
Bldg. 303, Room 112. SUBMISSIONS/POINT-OF-CONTACT: Anticipated
solicitation issue date is 8 April 1999. Submissions of past
performance is due no later than five days prior to Proposal due date.
All proposals should be clearly marked with the bidder's name and
solicitation number. Proposals are due to the Operational Contracting
Division, 127WG/LGC, 29553 George Avenue, Selfridge ANG Base, MI
48045-5399, no later than 4:00 PM Eastern Standard time on 10 May 1999.
