more information. The solicitation number is DAHA2099RB008. This
solicitation is issued as a Request for Proposal (RFP). The Air
National Guard is contemplating a firm fixed price contract for
Communications Services. These services are currently being performed
by the Government, and a direct conversion under OMB Circular A-76 will
be conducted to determine the most cost-effective mode of operation.
The proposed contract will have a one month Basic Period with three
twelve-month Option Periods. All responsible sources may submit a
proposal, which will be considered. A contract will not be awarded if
Government performance is determined to be more advantageous. The
proposed contract is 100% set aside for small business concerns. The
Standard Industrial Classification (SIC) code for this solicitation is
4581, the small business size is $5,000,000.00. If issued
electronically it is the offeror's responsibility to monitor this site
for the release of amendments (if any). DESCRIPTION OF SERVICES: The
Transient Maintenance provides the following services to a wide variety
of military aircraft: Transient Alert Management Control, Arrival
Services, Processing Services and Departure Services A brief breakdown
of these services include, but are not limited to: 1. Arrival
services, including prepositioning safety and ground equipment, check
for hot brakes, marshal aircraft, install gear lock pins, ejection seat
pins and canopy pins, install wheel chocks, ground aircraft, debrief
aircraft commander, retrieve deployed chutes and repack, and connect
support equipment. 2. Maintenance services, including turn around
inspections, check and service engine oil, refuel/defuel aircraft,
check and service oxygen, visual inspection of airframe and components,
check for fluid leaks, damage or safety of flight discrepancies,
document forms, tow aircraft, secure overnight aircraft, check tires
and struts, change wheel and tire assemblies, perform operational
checks and minor maintenance. 3. Departure services, including brief
aircraft commander, inspect parking area for FOD, open/secure travel
pod doors, remove ground equipment, wires, chocks, pins and other
equipment, assist flight crew in preflight and engine checklist, and
perform end of runway inspections. Contractors must be fully qualified
in all aspects of the requirement to be considered. REQUEST FOR

All contractors are to meet at 29553 George Ave., Bldg. 303, Room 112.
SUBMISSIONS/POINT-OF-CONTACT: Anticipated solicitation issue date is
8 April 1999. Submissions of past performance is due no later than five
days prior to Proposal due date. All proposals should be clearly marked
with the bidder's name and solicitation number. Proposals are due to
