This synopsis also AMENDS the SUMMARIZED synopsis which was published on the Electronic Posting System (EPS) earlier in the day on March 9, 1999. The purpose of this amended synopsis is to inform all offerors that the Federal Highway Administration's solicitation for this procurement will NOT be mailed out to offerors in hard copy, nor in diskette form. INSTEAD, all prospective offerors must obtain the solicitation, and must obtain any AMENDMENTS to the solicitation, ELECTRONICALLY, from the Electronic Posting System (EPS)on the Internet, at the following address: http://www.eps.gov. TELEPHONED, E-MAILED AND FAXED REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. Any subsequent AMENDMENTS to the solicitation will LIKEWISE be published on the EPS at the Internet address cited above, and the FHWA does NOT plan to mail out any HARD copies, nor any DISKETTE copies, of any amendment, to any prospective offeror. Therefore, it shall be the responsibility of each prospective offeror to closely and frequently MONITOR the EPS for any AMENDMENTS to the RFA. Monitoring of the EPS for amendments to the RFA will be absolutely essential, because amendments usually contain crucial information.
