Energy (DOE), Albuquerque Operations Office (AL), intends to issue a
Request for Proposal for a range of logistical, administrative,
para-military training, property management, and technical support
services required to assist the DOE, Transportation Safeguards Division
(TSD). This solicitation is being conducted under Full and Open
Competition procedures, however, the Government reserves the right to
set-aside this requirement for the 8(a) program, small disadvantaged
businesses, small businesses, or historically black colleges and
universities/minority institutions, based on the responses to this
synopsis. Offerors/Bidders must indicate their size qualifications
under Standard Industrial Classification (SIC) Code 8744, which has a
corresponding size standard of $5.0 Million. The activities of
curricula/training, munitions support, shipping and receiving, TSD
property management, and administrative support will primarily take
place on-site at DOE-AL, Albuquerque, NM. Primary logistics support
will be located at Ft. Chaffee, AR. The remaining work may take place
at other sites as may otherwise be directed. These services will
consist of operating and maintaining the Transportation Safeguards
Training Center (TSTC) at Ft. Chaffee, assisting in the training of the
Special Agent Force (SAF), providing division support in areas of
procurement, budget, property management, and supporting all
provisional Satellite Training Operations occurring throughout the
country. The contractor will provide support that ensures the
facilities, grounds, vehicles, ranges, and training venues are properly
maintained for safe and efficient use. Additionally, the contractor
will provide complete supply and logistic functions, armorer function,
fleet management function, and security and safety functions. A draft
RFP will be issued for comment on or about March 23, 1999 and a final
RFP will be issued on or about April 15, 1999. All responsible sources
