(hereinafter known as USAID)is seeking the services of an organization
capable of accessing relevant expertise from the full range of
organizations in the field, including professional associations,
Federal and Stat judicial service agencies, non-profit and for-profit
firms, academic institutions and other groups or individuals with
administration of justice specialties to implement a series of
activities to achieve our intermediate result: people increasingly
treated according to the rule of law. Activities should be based on
achieving measurable results. To assure coordination, however, this RFP
calls for a single implementing organization or consortium to
centralize oversight or activities. While bidders should propose a
single lead implementing entity they are strongly urged to demonstrate
ability to call on a variety of other expertise through sub-contracts
joint ventures, consultancies, grants or other appropriate mechanisms.
Lower level results being sought are:P 1) Legal profession better
equipped to apply the law, which involve preparation and distributio of
legal education materials including textbooks for law faculties, as
well as case law digests, to be used both in law schools and by judical
personnel; and judicial mentoring, to continue and expand present
mentoring activities with juges de paix. 2) Cases move through the
justice system in model jurisdictions more efficiently, which includes
installation of case management techniques to begin in the existing
seven model jurisdictions, and to spread throughout the country during
the program period. 3) More actions taken to protect human rights,
which include activities to strengthen the bar associations, grants to
NGOS and to some bar assiciatios to provide legal assistance to the
poor in both criminal and civil cases; activities to build an active
constituency for legal and judicial reform; strengthening of human
rights groups, with special attention to women's and children's groups,
human rights education, and activities to improve community/police
relations. In support of the above activities, the contractor will
establish a project office in Port au Prince. The office will have the
managerial and administrative authority and responsibility to assure
the satisfactory functioning of the contractor in Haiti. The preferred
