General Services Administration (GSA) as a requirement for
communication services. This is a combined synopsis -- solicitation for
commercial services prepared in accordance with the format in FAR
Subpart12.6 as supplemented with additonal information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a wriiten solicitation will not be issued SIC
Code 7389 applies and the small business size is $5,000,000. During
the previous year, there were approximately 20 jobs, ranging from $500
to $10,000 each (the average cost per job was $5,000). The jobs
included any one or combination of the following services, which
vendor(s) hereunder will be requested to provide: The task is for the
creation of various advertising concepts -- print executions of the GSA
Federal Technology Service (FTS) brand message. GSA FTS may also
require support for the development and implementation of high-level
product "umbrella" campaigns and other information outreach activities;
including the planning and coordination of FTS marketing activities.
(1) Satement of Requirements: GSA FTS has the need to test the brand
position and communications strategy of GSA FTS utilizing various
executions and promotional activities. To accomplish this, support is
required in the following ares. (2) GSA FTS BRANDING PROGRAM: (a)
Define the GSA FTS brand, including overall message and supporting
communications strategy. This may include the development of a GSA FTS
logo, standard colors, fonts, and related approaches to convey a
cohesive message and unified appearance for GSA FTS marketing
materials. (b) create various advertising concepts -- print executions
of the GSA FTS brand message. This may included other GSA FTS
promotional activities such as collateral material, events and trade
shows, Internet and web sit support (c) Vendor is to recommend a number
of focus groups with federal Government IT purchases to define the most
appropriate print executions and promotional activities. GSA has
estimated 2 to 4 may be appropriate (d) create the advertising
executions to be placed in appropriate media, including any associated
promotional activities such as collateral materials, direct mail,
events and trade shows, Internet and web site support. (e) perform
complete media analysis to determine GSA FTS share of voice among
competitors and publications, geographic and demographic analysis of
subscriber base, and cost per thousand efficiencies. This also includes
measuring the effectiveness of related GSA FTS promotional activities.
(3) GSA FTS HIGH LEVEL PRODUCT UMBRELLA PROGRAM (a) Develop GSA FTS
high-level product umbrellas, in terms of overall message and
supporting communications strategy. (b) Create various advertising
concepts -- print executions of the GSA FTS umbrella messages. This may
include other GSA FTS promotional activities such as collateral
material, direct mail, events and trade shows, Internet and web site
support; and recommendations regarding appropriate customer outreach
tools or events to accomplish GSA FTS business goals. (c) Vendor is to
recommend a number of focus groups with federal government IT
purchases to define the most appropriate print executions and
promotional activities. GSA has estimated 2 to 4 may be appropriate.
The use of related marketing activities and collateral materials will
be also examined (d) Create the advertising executions to be placed in
appropriate media including any associated promotional activities such
as collateral materials, direct mail, events and trade shows, Internet
and web site support. (e) Perform complete media analysis to determine
the impact and effectiveness of GSA FTS umbrellas, in terms of share of
voice among competitors and publications, geograghic and demograhic
analysis of subscriber base, and cost per thousand efficiencies. This
also includes measuring the effectiveness of related GSA FTS
promotional activities. As necessary, GSA FTS will provide any
backgroung information and research findings that will be helpful to
the contractor in meeting the GSA FTS requirements. (4) DELIVERABLES:
Creative concept development for testing, develop focus group
moderator's guide, attend and moderate focus groups, write report of
focus group results, provide videotape of focus group, final
advertising concept -- execution (per new ad), final advertising
concept -- execution (existing ad) and media analysis (4.1) GSA FTS
HIGH-LEVEL PRODUCT UMBRELLA PROGRAM: Create concept development for
testing, develop focus group moderator's guide, attend and moderate
focus groups, write report of focus groups results, provide videotape
of focus group, final advertising concept -- execution (per new ad)
final advertising concept -- execution (existing ad) and Media
analysis. The contractor will also identify any outside services, and
related charges, which will be required to accomplish the work being
requested. (5) DELIVERIES FOB destinations. The contractor shall
deliver all items to the GSA FTS Project Manager or designated
alternate. Vendors are requested to provide turn-around times for
normal and rush services. Evaluation Factors: (1) Past Performance on
similar Projects- submit a written description and samples of similar
work recently performed, (2) References- submit a minimum of three
previous or existing clients with names, phone numbers, and types of
projects (3) PRICE -- provide hourly rates, standard cost breakdown for
related jobs, and cost for categories of rush jobs. Up to five (5)
indefinate-delivery -- indefinite-quantity contracts will be awarded,
each with a base year and two one year renewal options. Awards will be
on an "all or none basis, i.e., vendors should be capable of providing
all services required. Each contract will have a guaranteed minimum of
$2,500. Payment by Government Purchase Card (VISA) is authorized. This
solicitation document and incorporated provisions and clauses are those
in effect through FAC 97-10. The provisions at 52.212-1, Instructions

Option to Extend the Term of Contract; 52.219-6 Notice Of Total Small
Business Set- Aside; 52.232-18, Availability of funds. Include one
completed copy of 52.212-3, Offeror Representation and Certifications
Commercial Items and 52.219-1, Small Business Program Representations
with offer. Proposals should address all evaluation factors, pricing
and include a statement addressing acceptability of VISA Payment. All
requirements listed above are mandatory. The Government will award a
contract to the responsible offeror(s) that are the best value
considering technical capability, past performance and price. Award may
be made without holding discussions after receipt of offers. Proposals
are limited to 20 pages. Offers are due by mail or facsmile No Later
