providing contract administration services for project-based Housing
Assistance Payments ("HAP") Contracts under Section 8 of the U. S.
Housing Act of 1937 (42 U.S.C. 1437f) (Section 8). This solicitation is
not a formal procurement within the meaning of the FAR, but will follow
many of the FAR principles. Sources will download the RFP on the world
wide web at http://www.hud.gov/fha/mfh/fhamfbus.html. If sources are
unable to access the internet, HUD will make hard copies available at
its Office of Administrative and Management Services by phone at
800-767-7468 and fax at 202-708-2313. Offerors will submit technical
and pricing proposals; successful offerors will enter into an Annual
Contributions Contract (ACC)with HUD. By law HUD may only enter into an
ACC with a legal entity that qualifies as a "public housing agency"
(PHA) as defined in the U.S. Housing Act of 1937 (42 U.S.C. 1437 et
seq.). To qualify as a PHA that may enter into a Section 8 ACC with
HUD, the legal entity must be one of the following: 1. A general or
special purpose governmental entity, which includes a State,
municipality, housing authority, or governmental public benefit
corporation. 2. A multi-state, interstate or regional governmental
entity. 3. An instrumentality entity: An existing or to-be-created
for-profit or not-for-profit private entity acting as an
instrumentality of a parent governmental entity, or multiple parent
