Sources sought to provide all management, technical expertise,
supervision, tools, equipment, supplies, labor and formal quality
control program necessary to provide Network Management Operations
support as required by the 2nd Space Launch Squadron (2SLS) and
National Reconnaissance Office (NRO) in their mission to provide launch
communications support at Vandenberg AFB, CA. Required services
include: on-console support for pre-launch and launch operations,
performing all user communications checks, identifying communication
configuration discrepancies during user communications checks,
supporting all Working Group and Technical Interchange Meetings, system
engineering and technical support required to evaluate/propose
solutions to new communications requests, support long range planning
and maintain, upgrade or remove current systems, provide communications
integration support, provide background and history, both technical and
managerial, of Atlas and Titan communications systems, provide support
to produce briefings, information packages, and documentation
supporting operations, and provide escort/security support for
exercises, Day of Launch (DOL) activities, tours, and facility
renovations. Services shall be performed in accordance with the
Statement of Work, Federal, State, and local statutes and requirements
to work around launch sites, Eastern Western Range Safety Standards
(EWR 127-1 as tailored), AFOSHA, applicable safety plans, launch base
support agreements, integrated launch communications plan and AF
Program Security Classficiation guides. Potential offerors are
encouraged to participate in one-on-one discussions between industry
and the Air Force. Discussions will be held 29 Mar through 2 Apr 99.
