twofold 1) for information purposes only to seek potential small
business sources, and is not a request for proposals and 2) to notify
potential offerors that a draft statement of work has been posted for
comment. 1) The Center for Substance Abuse Treatment (CSAT), Substance
Abuse and Mental Health Services, DHHS, anticipates issuing a
solicitation titled "CSAT Knowledge Application Program" and awarding
one cost plus award fee contract. The contract will be awarded for
three years, with two one-year option periods. The contract will have
a ceiling of $5,000,000 per year. The objective of this contract is to
establish a comprehensive knowledge application program for CSAT,
building on existing KA activities. This program will employ all
appropriate knowledge application methods, including state of the art
electronic communication, to ensure that knowledge developed by CSAT
funded projects is disseminated to the substance abuse treatment field
and related fields suchas criminal justice, welfare, and primary
health care. The program will also encompass activities designed to
support the adoption of best Substance Abuse practices by treatment
providers. Successful offerors must demonstrate: (1) A thorough
understanding of CSAT's goals and objectives for the Knowledge
Application Program (KAP); the principles and concepts of knowledge
transfer as it applies to health care practice in general and substance
abuse treatment in particular: CSAT's knowledge development and
application programs and activities; specific approaches and methods
for knowledge application; and problems and issues likely to be
encountered in the development and implementation of KAP and potential
solutions; (2) The availability of competent and experienced staff for
the project. These should include a) a full time project director; b)
senior project management staff; c) health care and/or substance abuse
treatment knowledge application specialists; d) substance abuse
treatment experts; e) technical writers with expertise in health care
and/or substance abuse treatment; f) telecommunications, web/internet
specialists; g) desktop publishing specialist; h) meeting management
specialists; and i) computer technician, computer programmer, software
specialist; (3) the ability to manage projects of similar size that
have involved the transfer of scientific/medical knowledge to health
care practitioners, in general and substance abuse providers in
particular, including each of the particular approaches and methods
required under this contract (e.g., written publications, meeting
presentations, web pages); and (4) adequate physical space, facilities,
necessary office equipment, computer hardware and software. Small
businesses with capabilities to perform this contract are invited to
submit written capability statements by c.o.b. March 25, 1999. This
information will be used to assist this office in developing an
acquisition strategy. Nothing in this notice shall be construed as a
