S -- PRIVATIZATION OF U.S. ARMY OWNED PRIMARY ELECTRICAL DISTRIBUTION SYSTEM AT PTA AND KMC, ISLAND OF HAWAII, HAWAII DUE 040799 POC Steven Umeda, (808)438-6535, x186 The Government is pursuing the privatization of the U.S. Army-owned electrical utility service on military installations located on the Island of Hawaii, State of Hawaii. The scope of this initiative involves the purchase, ownership, maintenance and operation of the entire medium voltage electrical distribution systems (this includes all electrical services over 600 volts up to, but not including, the service disconnects) which provides utility service to the various military facilities. The electrical utility system consists of two separate and distinct systems. These are PTA (422 KW demand) and KMC (351 KW demand). The electrical distribution system at PTA consists of primary service/metering equipment, approximately 6000 linear feet of overhead wiring, 45 pole mounted distribution transformers, 2 pad mounted transformers, miscellaneous group operated switches, cutouts and various electrical apparatus. The average consumption per day at PTA is 4,553 kwh. The electrical distribution system at KMC consists of approximately 4000 linear feet of overhead wiring 25 pole mounted distribution transformers, miscellaneous switches, cutouts and various electrical apparatus. The average consumption per day at KMC is 5,920 kwh. Hawaii Electric Light Company, Inc. (HELCO), P.O. Box 1027, Hilo, Hawaii 96721-1027, a subsidiary of HECO is the Public Utility Commission franchise electrical utility for the island of Hawaii. This notice is for informational purposes only; it is not a request for proposals nor should the Government construe it as a commitment. The Government will not pay for any effort expended in responding to this "sources sought" announcement. This request for information is a required component of a complete and systematic process to evaluate interested parties under the Department of the Army's utilities privatization program. In order to minimize costs both to potentially interested parties and the government this notice is being issued to determine the interest and feasibility of proceeding with formal request for proposals. Should insufficient credible interest be identified for a privatization action, it is likely that no formal solicitation will be issued. SHOULD INTEREST BE DETERMINED SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING. Interested parties should address as a minimum the following criteria: (1) capability and experience in the ownership operation and maintenance of similar systems; (2) financial capacity to purchase, expand, and operate a utility system; (3) a statement showing its understanding of an obligation to provide continuous utility service; (4) understanding of any applicable state or local utility law or franchise requirements, and capability of complying with such requirements; (5) understanding of the federal, state and local environmental laws and regulations and its familiarity and experience with environmental compliance procedures and regulations for the state of Hawaii and US Environmental Protection Agency, Region 9. The Government does not intend to issue a conveyance document on the basis of this announcement or otherwise pay for the information solicited.
