WA PRA-MORA 10(9), Mather Memorial Parkway (Stone Masonry), Mt. Rainier
National Park, Pierce County, Washington. This project is located
approximately 65 kilometers southeast of Enumclaw, Washington (between
Cayuse Pass and Chinook Pass). This construction project will include
a Base Segment and an Option Segment. The Base Segment will be the
contract award amount, and the Option Segment may be awarded in early
2000 should funding become available. The Base segment consists of
2,960 sq meter of stone masonry work, 800 hr flagger, and other smaller
items of work. The Option segment consists of 1,536 sq meter of stone
masonry work, 300 hr flagger, and other smaller items of work. This
work is solicited as a Request for Proposals (RFP) and all responsible
sources may submit a proposal which shall be considered by the agency.
Contractors will be required to submit a written technical proposal and
a price proposal. The proposals will be evaluated to establish those
contractors considered to have a reasonable chance of being selected
for award. While the Government may enter into discussions before
awarding the contract, the Government also reserves the right to award
the contract without discussions. The following evaluation criteria
will be used: technical approach, technical qualifications, past
performance, and price. All technical factors, when combined, are
approximately equal to cost/price factors. The anticipated contract
type is firm-fixed price. The estimated price of this project,
including the Option Segment, is between $1,000,000 and $2,500,000. The
estimated fixed completion date for the Base Segment is September,
2000. The estimated fixed completion date for the Option Segment is
September, 2001. Presolicitation notices are being provided to firms on
this agency's mailing list concurrently with the publication of this
synopsis. The following applies only to Minority, Women-Owned and
Disadvantaged Business Enterprises (DBEs): The Department of
Transportation (DOT), offers working capital financingand bonding
assistance for transportation related contracts. DOT's Bonding
Assistance Program (BAP) offers bid, performance and payment bonds on
contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP)
offers lines of credit to finance accounts receivable. Maximum line of
