Interior, on behalf of the U.S. Fish and Wildlife Service, is
soliciting proposals from construction firms having the capability to
perform the work described below. Contract work will be performed at
the Grama Dam and Comanche Dam, Wichita Mountains Wildlife Refuge,
Comanche County, Oklahoma. A negotiated firm-fixed price contract will
be awarded, requiring submission of both a technical and a price
proposal. The Government will consider an offeror's capability in
comparison to its price. The work of this contract consists of
constructing a new low-flow spillway channel in the existing spillway
at Grama Dam; furnishing and installing a new trash rack on the
upstream end of the existing low-level outlet works at Grama Dam;
modifying the low-level outlet works wet well at Grama Dam; clearing
and grubbing trees and shrubs at Grama Dam; constructing a new intake
tower at Comanche Dam; cleaning out accumulated silt and sediment from
the existing low-level outlet at Comanche Dam; clearing tree and brush
growth at Comanche Dam; removing and repairing deteriorated,
delaminated, and/or unsound concrete on the crest and downstream face
of the center spillway section of Comanche Dam; and completing other
items incidental to the main work, including, but not limited to,
reservoir control and dewatering, erosion control, excavation, and
miscellaneous demolition. All work will be performed under a single
contract. The estimated range of cost for construction is $250,000 to
$500,000. A Request for Proposals (RFP) will be issued approximately 21
days from the publication of this requirement, on or about 4/1/99. A
pre-proposal site meeting will be held on or about 5/10/99. This
solicitation is open to small and large businesses. Requests for the
RFP must be in writing. Project documents may also be viewed at various
plan rooms. Individuals wishing to receive a list of plan rooms should
