Description of Work: The National Park Service, Department of the Interior, is soliciting proposals from construction firms having the capability to perform the work described below. A negotiated firm-fixed price contract will be awarded, requiring submission of both a technical and a price proposal. The Government will consider an offeror's capability in comparison to its price. The work outlined in these specifications includes but is not limited to installing and removing temporary upstream and downstream cofferdams; excavating and backfilling a temporary riprap-lined diversion channel through the embankment at the location of the existing 48-inch CMP service spillway; demolishing and disposing of existing CMP service spillway, half-round CMP inlet structure, and access bridge. The work includes constructing a new cast-in-place concrete service spillway at the location of the existing 60-inch CMP service spillway. The new spillway will include a stoplog controlled, reinforced concrete inlet structure; a reinforced concrete box culvert; a reinforced concrete outlet headwall and cut-off wall; and a prefabricated steel access bridge and abutment; and a steel work platform. The work also includes constructing a berm and seepage collection system on the downstream toe of the embankment; placing riprap and riprap bedding on the upstream slope of the embankment; constructing an emergency spillway concrete slab extension on the embankment slope adjacent to the existing emergency spillway; placing riprap and riprap bedding downstream of the new service spillway and downstream of the emergency spillway concrete slab extension; regrading and raising the dam access road; construction and removal of a temporary dam access road; reclaiming disturbed areas, including the borrow area; and regrading and backfilling the area downstream of the emergency spillway. -- A pre-bid site meeting will be held.
