14 -- TECHNICAL SUPPORT FOR HAWK MISSILE FIRINGS SOL DAAH01-99-R-0252 DUE 033199 POC Shirley Pride, (256) 842-7385 Willis Epps, (256) 876-1997 It is the U.S. Army Aviation and Missile Command's (AMCOM) intent to acquire tech support for HAWK missile firings. This action is a Small Business Set-A-Side competitive acquisition. This effort requires the contractor to provide the expertise and materials to operate, maintain, and calibrate the U.S. Government furnished HAWK instrumentation equipment to support the latest HAWK Missile System configuration and to collect and analyze data, as stipulated below. The contractor shall be capable of fielding three site teams concurrently. Each site team shall, at a minimum, consist of a team leader and two ground support technicians. Team member personnel qualifications are: (1) Team Leader, Education and Experience -- (a) Bachelor of Science degree in Engineering from an accredited college or university and a minimum of five years experience related to HAWK Missile System testing, or (b) U.S. Army Military Occupational Specialty (MOS) training and experience totaling ten years in HAWK, NIKE, or PATRIOTMissile Systems. Four of the ten years experience shall have been performed on the HAWK Missile System at a rank of E6 or higher. (2) Ground Support Technician, Education and experience -- (a) Two years of college credits toward an engineering or applied science degree from an accredited college or university and a minimum of four years experience. The experience shall includ a minimum of one year in HAWK Missile test or design and three years in ground support equipment design, test operations, or maintenance, or (b) Two years of U.S. Army military service in a HAWK MOS at the rank of E-5 or above may be substituted for each year of college credits required in 2(a) above. Security clearance for all contractor site teams shall be at the CONFIDENTIAL level. The teams shall perform the following tasks utilizing the Government Furnished Equipment (GFE): (1) Provide technical support to the customer at the sites in matters relating to overall firing operation and system performance such as missile telemetry/ground support equipment (GSE) instrumentation data capability, boundaries, operating criteria, safety consideration, firing parameters, and target requirements, (2) install and checkout tactical telemetry kits in missiles selected for firing. (3) Install and check out GSE Event Recorders, (4) Monitor battery tracking missions and determine that all major items are functioning as required. When technical problems occur in battery hardware, the contractor team shall support the customer in the identification and correction of the problems, (5) Operate HAWK Instrumentation Team (HIT) equipment and acquire missile telemetry and GSE instrumentation data during firing operations (station operations), (6) Analyze the AM Doppler from the target(s) to the degree required to assure that discrimination is made between the tug and tow, (7) Perform a quick-look on-site analysis of firing results and brief customer at the firing site, (8) Prepare a Flash Report for each firing in accordance with DI-MISC-80760, (9) Analyze all data recorded by the contractor site teams. This analysis shall include the functional sequence of all missile functions recorded. In the event of a missile failure, the analysis shall include failure modes, effects, and recommended corrective action, (10) Prepare a final report in accordance with DI-ADMN-80447 following the missile firing, (11) Pack and transport the GFE required for support at each firing site. An export license from the Department of State and/or Department of Commerce shall be required for some movements of equipment to firing locations.
