Tilth Laboratory has a requirement to purchase a Flow Injection
Analysis automated ion analyzer system, AutoSampler, reagent pump,
system unit, omnion FIA software, data Interfacr and A/D board, sample
processing module, data system,installation, heating unit, dual
resolution dilutor, warranty, analytical manifolds, phosphate
(xx-115-01-y) This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
solicitation is being issure as Request for Quotation (RFQ # 09-99).
this solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-46. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is a small business-Small Purchase Set-aside. The Standard Industrial
Classification SIC code is 3826 and the Business SizeStandard is 500
employees. This will be a firm-fixed price contract. CLIN 001 the items
your are offering must meet or exceed the following salient
characteristics: 1. The principle of Flow Injection Analysis must be
used on all chemistries of the automated ion analyzer system. Flow
injection analysis must be used for sample introduction and chemistry
determination. 2. Instrument must be able to run in an automated and
manual mode. 3. A peristaltic pump with a minimum of 12 pump positions
and the ability to expand to as much as 24 positions is required. 4.
the system must have the ability to accommodate ion selective
exectrodes and conductimetric detection. Photometric detectors must
operate form 340nm to 880 nm and have the option to add a UV-254
detector. 5. System must be upgradeable to the technology of
column-suppressed ion choromatography which can be used simultaneously
or independent of the flow injuction analysis. the pump, sampler,
diluter, data station and electronics must be shared between the Flow
Injection Analysis and the Ion Chromatography. 6. Sample rate of
analysis up to 120 samples/hour. 7. System must use an xyz sampler with
random access sampling. Sampler must be able to hold 360 13x 100 mm
samples plus 16-125ml containers, RS232C interface, interface cable,
sample probe and connecting tube and have a wash bath pump. 8.
Automatic recalibration of instrument must be possible based on Quality
Control input. Data system must allow viewing of calibration curve
during the analysis of samples. Data system must allow for Data Quality
Management inputs. Software must include Windows-based multitasking
software to perform control, data acquisition and report generation. 9.
The system must have an automated diluter with a dilution range of 1:2
to 1:4000 and be able to automatically dilute and re-run any off scale
samples and prepare working standards for a stock standard. 10. System
must accommodate QuikChem manifolds (chemistries). 11. Computer must
be a least a Pentium 200Mhz with 1.6GB hard drive,32M SDRAM, 12X
CD-ROM, 2 serial ports, 1 parallel port, bus mouse, Windows 95, SVGA
15" monitor with HP Deskjet 692C printer. 12. Must be able to perform
in-line UV-persulfate digestions for total nitrogen and total
phosphorous 13. System Unit Includes power supplies (24VDC, 3.6 amps:
12VDC, 8 amps: 5 VDC, lamp; and +/-/24VDC, 0.6amp) high intensity light
source assembly with fiber optics, heater controller board, valve and
heater distribution boards, interface board and AC line filter. 14.
Sample Processing Module must include electrically actuated Flow Fit
sample injuction valve, valve control electronics, manifold support and
