Force Research Laboratory, Propulsion Directorate, (AFRL/PRSF) solicits
research proposals for Coordinating Support of Fuels and Lubrications
Research and Development II. The purpose of this solicitation is to
seek proposals, which address the evaluation and analysis of research,
technical data, and information on the performance and compatibility
of fuels, lubricants, and related fluids used in military vehicles,
aircraft and other equipment by established experts in the fields of
aviation fuels and lubricants. The research, technical data, and
studies will promote solutions to current aviation fuel and lubrication
problems occurring in the field, such as, but not limited to, fuel
lubricity, synthetic jet fuels, filtration, thermal stability,
oxidative stability, electrical discharge, fuel/additive compatibility,
red dye, water separation, and low temperature flow. The awardee will
provide for direct technical support of approximately 20 fuel and
lubricant technical groups, consisting of government and industry
participants. These groups will be engaged in research projects and
problems as identified by the Government to assist in solution of
Government issues, or mission responsibilities. This program will
foster collaborative activities with government, commercial, and
professional organizations having a common interest in the advancement
of the state-of-the-art of fuels and lubrication technologies and
provide a forum for research and data exchange between the previously
mentioned organizations. Additionally, Awardee will accomplish the
following tasks as defined in any resulting delivery order: 1)
evaluate, analyze, and determine the effects of fuels, lubricants, and
related fluids on military equipment and vice versa; 2) obtain
technical data and information to support and assist the government in
research and development programs on fuels, lubricants and related
fluids applicable to light-duty vehicles, heavy-duty vehicles and
aviation equipment; 3) establish technical groups and panels composedof
independent research institutes as an extension of their support to the
American Petroleum Institute, American Society for Testing and
Materials and the Society of Automotive Engineers; 4) provide a data
exchange agreement with the Coordinating European Council (CEC), so the
Government may receive data and reports on European fuel and lubricant
problems because a large number of military vehicle and aircraft
operate in NATO and use European fuels. The proposed effort may be
