is a Research and Development Sources Sought Synopsis for the
procurement of an operational high-energy solid state laser system. It
does not constitute a Request for Proposal (RFP) or an Invitation to
Bid (IFB). There is no read file nor is there any additional
information or documentation available. No contract will be awarded as
a result of this sources sought synopsis. The U.S. Army is seeking
strong viable sources that can provide an operational high-energy solid
state laser system, which will be used to obtain data (atmospheric
propagation and material interaction effects) for future laser
requirements and system development. Potential sources should be able
demonstrate the ability to create test environments and conduct test
program activities for validation of existing propagation modeling and
simulation codes; investigation of thermal blooming at 1.06 microns
with average power levels greater than 30 kilowatts; perform material
interaction experiments on various materials at 1.06 microns with
average power levels greater than 100 kilowatts; and combined
atmospheric propagation and material interaction experiments. All
interested businesses should provide a Statement of Capability (SOC)
with an original and 3 copies, within 30 days of the publication of
this announcement. The SOC shall contain pertinent and specific
information addressing experience, personnel qualifications, and
current capability in the areas of design, development, fabrication,
test and utilization of high-energy lasers for data collection. Each
SOC shall be limited to 25 pages, excluding resumes. Sufficient detail
should be provided to define the capabilities and constraints of each
operational high-energy solid state laser system. Only unclassified
information shall be submitted. All businesses submitting responses
must reference the High Energy Solid State Laser System and indicate
whether they are large business, a small business, a socially and
economically disadvantaged business, an 8(a) firm, a woman-owned
business, a historically black college or university or a minority
institution. The government reserves the right to set aside this
requirement for the 8(a) Program, Small Business, or Historically Black
Colleges and Universities or Minority Institutions. Interested
contractors must indicate their size qualifications under Standard
Industrial Classification (SIC) 8731. The government does not intend to
award a contract on the basis of this notification or otherwise pay for
any information or input. Interested parties shall identify their
interest and capability to meet the requirement within thirty (30) days
after the date of publication of this synopsis to be considered.
