Lakisha Jefferson, (562) 494-5543 Provide all personnel, facilities,
equipment, transportation, and supplies necessary for successfully
performing technical services related to facility engineering and
construction design to buildings and real property owned or leased by
the Department of Veterans Affairs, VISN 22, within the California
counties of Los Angeles, San Bernardino, Orange, San Diego, and Clark
County, Nevada. The offeror shall be physically located within a radius
of 125 miles of the Network Business Center in Long Beach, CA., and
able to perform technical services in all counties listed above. The
Government intends to award a minimum of two (2) contracts resulting
from this solicitation. The basic contract period for all contracts
will be one (1) year with four (4) option years for a maximum duration
of five (5) years or until the maximum accumulated value of $5,000,000
is expended, whichever occurs first. No single project award will
exceed $500,000. The scope of work generally involves the furnishing of
Mechanical Engineer services for healthcare facilities maintenance,
repair and improvement projects (new construction, renovation,
alteration, improvement, repairs, and minor construction). The work
consists of providing all field investigations, site visits,
preliminary designs, working drawings, specifications, engineering
designs, construction cost estimates, construction period services,
etc., on an as-needed basis under a firm-fixed price contract awarded
for each project. The majority of work contemplated under this RFP
includes mechanical engineering services related to existing healthcare
facilities and coordination with architectural, civil, structural, and
electrical engineering services. The Mechanical Engineer's technical
performance must consider that construction work be performed in a safe
manner with minimal disruption to the operation of the medical
facility. As such, the Mechanical Engineer shall have working knowledge
of Joint Commission on Accreditation of Healthcare Organizations
(JCAHO) standards, and National Fire Protection Association (NFPA)
standards to provide a safe environment to patients, visitors, and
staff. Selection criteria includes: (a) PROPOSED PROJECT TEAM, (b)
PROPOSED MANAGEMENT PLAN, (c) PREVIOUS EXPERIENCE OF PROPOSED TEAM, (d)
LOCATION AND FACILITIES OF WORKING OFFICES, (e) PROPOSED DESIGN
APPROACH FOR HEALTHCARE PROJECTS, (f) PROJECT CONTROL, (g) ESTIMATING
EFFECTIVENESS, (h) SUSTAINABLE DESIGN, (I) MISCELLANEOUS EXPERIENCE AND
CAPABILITIES, (j) AWARDS, (k) INSURANCE & LITIGATION. A/E firms which
meet the requirements described in this announcement are invited to
submit a total of six completed SF 254's (A/E & Related Services
Questionnaire) and SF 255's (A/E & Related Services Questionnaire for
Specific Project) to the office shown above, by close of business April
9, 1999. This solicitation is a partial small business set aside.
