commercial items prepared in accordance with FAR subpart 12. This
announcement constitutes the only solicitation. A written solicitation
will not be issued and oral communications are not acceptable.
Solicitation number is OPM-RFQ-99-00787REO and is issued as a Request
For Quotation (RFQ). This solicitation documents and incorporates
provisions and clauses in effect through Federal Acquisition Circular
97-10. No addenda apply to these Provisions and Clauses. Incorporated
by reference are FAR 52.212-1, Instructions to Offerors-Commercial
Items; FAR 52.212-3, Offeror Representation and
Certifications-Commercial Items; FAR 52.212-4, Contract Terms and
Conditions-Commercial Items; FAR 52.212-5, Contract Terms and
Conditions-Commercial Items Required to Implement Statutes or Executive
Orders-Commercial Items. No additional FAR clauses apply. The Standard
Industrial Classification (SIC) code is 7371, with a small business
size standard of $18.0 Million. This procurement is unrestricted,
allowing both large and small businesses to submit proposals. The
contractor(s) will provide a fully functional web (internet) based
decision support system or tool that allows users to compare
information about health plans nationwide by zip code. The Office of
Personnel Management's (OPM) Office of Insurance Program desires a
preference-based system or tool that uses innovative technologies such
as expert systems, artificial intelligence or other intelligent
systems. The system should allow Federal employees, annuitants and
others access to compare specific information about available plans,
including benefit features, quality indicators (customer satisfaction
ratings and accreditation status) and cost information. Based on
individual user preferences, the system should recommend specific
health plans that will meet that person's need. Further information
about the Federal Employees Health Benefits (FEHB) Program, including
a list of health plans available to enrolles is available online at
OPM's WEB site at: HTTP://WWW.OPM.GOV.INSURE. Companies with experience
in evaluating and comparing health plans and who have developed the
type of system described above may submit a cost and technical
proposal. The proposal must include a demonstration copy of the
proposed product or URL, where the product may be viewed. The proposal
must include a time line with milestones indicated, including
projected dates that the system/tool, populated with information, will
be ready for use by Federal employees, annuitants and others. The
proposal should include a plan for maintaining or updating information
on the site, repairs, if necessary, capacity/load adjustments, if
necessary, due to volume or use. In addition, proposals should include
plans to provide OPM with periodic reports/feedback on the amount of
use and other information that may be useful to OPM to evaluate the
effectiveness of the system. OPM desires to have the system available
for testing by September 1, 1999, and fully operational by October 19,
1999. Period of performance will be from date of the award through
December 31, 1999, with options to extend the term for 4 additional
years. OPM will base its evaluation of the proposal on price and
technical ability. More specifically, OPM will rate technical proposals
based on how well the proposed product(s) meets OPM's needs as
described above. Final selection will be made on the basis of the best
value to the Government. A single award is anticipated from this
solicitation. This RFQ closes at 10:00 AM, April 2, 1999, at the above
address. OPM anticipates the award of a firm, fixed price contract by
May 3, 1999. OPM will consider all responses from responsible sources
for evaluating the award of this contract. OPM will accept both
