Tate, etate@do.usbr.gov. The Bureau of Reclamation is seeking potential
sources for providing a Graphical User Interface (GUI) to GSTARS 2.0
with the purpose of streamlining the usage of the program. The GUI will
be used to build data sets to run the program. The Contractor is
required to develop the codes necessary to have a GUI that supports all
the features present in GSTARS 2.0, which are described in detail in
the GSTARS 2.0 user's manual (Yang et al., 1998). The GUI will be a
stand-alone application that can be used to prepare the input necessary
to run GSTARS 2.0; that can execute the GSTARS 2.0 program; and that
can be used as a postprocessor to display the GSTARS 2.0 output. If
proprietary code is used (such as compilers or software libraries), the
Contractor is responsible to ensure that all the modules necessary to
run the GSTARS 2.0 GUI can be distributed, installed, and used free of
charge, and that no costs of any kind incur on Reclamation or on any
user of the GSTARS 2.0 program and GUI. If other commercial or
proprietary software, used in the development of the GUI, is deemed
important or essential to maintain the code and develop future
upgrades, the Contractor is responsible to ensure that all of the
applied software is available to Reclamation, either for purchase,
licensing, or in other form. This applies also to public domain and
shareware software that may be used. The entire program source code and
executables will remain in the public domain. The U.S. Government
reserves any and all proprietary rights to the software developed under
this contract, as well as future versions of the programs, source
codes, and user's manuals. Potential sources with the capability of
furnishing programming with the above characteristics are encouraged to
submit substantiation to the Bureau of Reclamation, in writing, either
by mail, fax, or transmittal to the e-mail address listed below no
later than 3/15/99 . Responses should include brochures or other
illustrative material in sufficient detail to demonstrate the
respondent'sability to meet the requirements stated above, and should
include the firm's Dun and Bradstreet number (DUNS) and Tax
Identification Number (TIN.) Firms should identify themselves as either
small business, or other than small business, in accordance with the
size standard for Standard Industrial Classification (SIC) Code 7371
which is $18.0. This notice is for market research purposes only,
however, the information gathered from this notice will be used to
determine which preference program will be used to process the
acquisition (e.g., 8(a) set-aside under the Small Business
Administration's 8(a) program, total small business set-aside, full and
open competition). No preference program determination will be made
until the market research has been completed. This is a market research
notice only, and not a Request for Quotation or an announcement of a
solicitation. The Government will not pay for any materials furnished
in response to this synopsis. Submittals furnished will not be returned
