D -- REQUEST FOR COMMENT ON STATEMENT OF WORK FOR TELECOMMUNICATIONS ENTERPRISE NETWORK PROJECT USDA is requesting comments to the draft statement of work(SOW) for the management and operations of a telecommunications enterprise network. Since an RFP will not be issued in FY-1999, USDA is utilizing this time to solicit comments and suggestions from the vendor community. Comments provided will help improve the SOW and identify potential new and innovative methods of acquisition. However, USDA will not be providing monetary compensation for submitted comments, suggestions, or ideas. Background information and project documentation are being provided with the SOW to add clarity and context to the requirements contained in the SOW. Comments and suggestions on the design process and project activities will be welcome but are not being solicited. Please note that some requirements in the SOW were time dependent but may no longer apply as stated. Copies of the draft SOW may be requested from the USDA Contracting Officer through April 2, 1999. Comments and suggestions should be provided in WordPerfect orMicrosoft Word formats on a 3.5" diskette and submitted to the Contracting Officer no later than June 4, 1999.
