OFFICER, SYNOPSIS@PHIL>FISC>NAVY>MIL. The Fleet and
Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends
to solicit on a full and open competitive basis a requirement for the
preparation and delivery of meals for the Naval Training Center (NTC)
Great Lakes, IL. The primary objectives of this requirement are to
determine the most efficient and effective means of providing meals for
NTC, to develop innovative technologies and techniques for the
preparation and delivery of meals, and to enhance the quality of life
for sailors and recruits. The Statement of Objectives (SOO) for this
requirement includes but is not limited to the following: (1) Propose
a technology (i.e. Cook-Chill) that will provide three meals per days,
seven days per week for approximately 1000 to 1500 r ecruits at a
remote location at NTC Great Lakes; (2) Provide a nutritious and
diverse menu(breakfast, lunch and dinner) on a seven day cycle that
targets but does not exceed a food cost of $5.50 per person per day;
(3) Provide a contingency plan (i.e. foodbank) to meet unexpected
surges or other requirements; (4) Identify all equipment and materials
necessary to execute the proposed Statement of Work provided as a part
of the technical proposal; (5) Provide training of Navy staff in the
service of meals. FISC Norfolk Det Philadelphia intends to award a firm
fixed-price (FFP) type contract for this requirement. It is anticipated
that the award of this prototype contract will be for a period of 180
days beginning 1 June 1999. Evaluation of the proposals will consider
the technical proposals significantly more important than price.
Technical proposal submissions will include the use of oral
presentations and will be based on the following factors: Corporate
Experience within the last ten (10) years as it relates to the
requirements of the SOO; Past Performance and Technical Approach. As
part of the technical proposal, contractors must clearly demonstrate to
the Navy the best method of achieving and accomplishing the SOO.
Contractors shall fully develop a Statement of Work (SOW) that meets
all of the objectives of the SOO, and shall develop a prototype
strategy to perform the proposed SOW. FISC Norfolk Det Philadelphia
will be conducting a pre-proposal conference and site visit at NTC
Great Lakes, IL. The time and date for this conference will be
established in the solicitation. Industry is invited to attend this
conference and to submit comments and questions regarding the SOO. All
