The SBA area of acceptance is the 5-state Region which includes Texas, New Mexico, Oklahoma, Arkansas and Louisiana. Provide all labor and materials required for the construction of a New U. S. Courthouse in Laredo, Texas. THIS IS A METRIC PROJECT. Work includes, but is not limited to, construction of a three-story, structural steel building with a partial basement containing five courtrooms with associated Judges chambers, prisoner detention cells and processing areas, and security equipment; limestone exterior; moving city utilities; demolition of existing pavement and buildings; security construction, and all other items as indicated in the solicitation. There are six (6) options that may or may not be exercised. Option 1 is to use laminated glazing in lieu of standard glazing. Option 2 is to have contractor-furnished detention furnishings. Option 3 is to have contractor-furnished detention equipment. Option 4 is to substitute stone in lieu of plaster at level 1 (West) and level 3 (North). Option 5 is to continue walls to structure at STC offices and provide mechanical return air duct in those spaces. Option 6 is to have contractor-furnished detention plumbing fixtures. Time of construction is 730 days. The solicitation will be issued on or about March 29, 1999, with proposals being due on or about May 5, 1999. The estimated cost range of the project is $22,000,000 to $25,000,000. Project NTX93002, Solicitation No. GS-07P-99-ULC-0002 The project is being procured using informal Source Selection procedures which will result in a firm-fixed price award to the offeror which provides the "best value" to the Government with technical ability being more important than price. The Source Selection evaluation factors are listed in the order of importance as follows: Experience and Past Performance of Firm, Experience and Past Performance of Key Personnel, and Management Approach. A NONREFUNDABLE fee of $150.00 will be assessed for each set of specifications and drawings.
