The Naval Air Systems Command intends to issue a cost plus fixed fee contract to McDonnell Douglas Corporation (MDC) for the modification of the F/A-18 C/D Multifunctional Information Distribution System-Low Volume Terminal (MIDS-LVT) aircraft under Basic Ordering Agreement N00019-97-G-0167. MDC will incorporate MIDS in six Lot 14 or higher F/A-18 C/D aircraft to support Government-conducted TECHEVAL and OPEVAL testing. This effort will include MIDS-LVT installation kit design, development and installation, aircraft modifications, training and interim technical support. As the sole designer, developer and manufacturer of the F/A-18 C/D aircraft weapon systems, only MDC has the requisite knowledge, experience, and technical data required to successfully complete the integration without causing unacceptable delays in meeting the Navy's operational requirements and without substantial duplication of cost to the Government. Furthermore, only MDC has the F/A-18 peculiar engineering data and expertise, facilities, and test equipment to provide the Government's minimum needs in a timely manner.
