The Coastal Systems Station, Dahlgren Division, Naval Surface Warfare Center, intends to award a sole source contract to Cogent Defense Systems of Newport South Wales, UK for the acquisition of 5 Tow Cables for the AN/AQS-20 Sonar System. This acquisition is unsuitable for full and open acquisition because Cogent, as the cable designer, is the only company which has all the resident knowledge required to provide cables which meet all of the government's requirements.
