IS A 100% SMALL BUSINESS SET-ASIDE. The Coast Guard has a requirement
for ionomer foam aids to navigation buoys used in the navigable waters
of the United States. The type of buoys required shall include
lighted, unlighted, preferred channel, and Safewater varieties. The
buoys shall be fabricated using a metal framework and bodies of
extruded ionomer foam sheets pigmented with colors which conform to
FED-STD-595. The ionomer foam shall be Surlyn ionomer resin 9720 or
9721 (Surlyn is a registered trademark of the Dupont Company) or Iotek
ionomer resin 7020 or 7030 (Iotek is a registered trademark of the
Exxon Chemical Company). The extruded sheets shall be spirally wrapped
into the cylindrical shapes as shown on U.S. Coast Guard drawings.
Each layer shall be continuously heat sealed onto the previous layer
over the entire length and circumference of the shape. The buoys shall
have a protective outer skin. This shall be accomplished by gradually
"densifying" the outer layers of the interior foam by extracting gas
from the foam using a combination of pressure and heat to compact the
near surface. First article testing and approval will be required.
Estimated annual requirements are 900 buoys. It is anticipated an IFB
will be issued mid March 1999 with sealed bids due 30 days after
issuance of the IFB. The resulting contract will be a firm-fixed price
Requirements-type contract with a base year and four option years. To
