Manager/Programmer -- The U.S. Department of Commerce/BISNIS and SABIT
programs require the services of a Database Manager/Programmer to
enhance the functionality of its present client database. BISNIS
utilizes a database to manage its publications distribution, email
information distribution and results tracking. SABIT uses the database
to track potential U.S. host companies, its publication distribution,
the progress of its U.S. trained managers upon return to the NIS. The
present database is written in Microsoft Access 2.0 and Visual Basic
3.0 application "front end." BISNIS and SABIT require a contractor to
perform significant upgrades to the database's functionality.
Contractor will be responsible for (3) main tasks: a) to develop
capability to email from the present client database, to one or groups
of many clients, b) to develop the capability to fax to one or many
clients from the present client database, c) to graduate the present
client database into a SQL server application. Equally, contractor will
be required to perform a number of functional upgrades to the database,
providing significantly increased ease-of-use and enhanced utility for
both offices. This will be a "Best value" FIRM Fixed Price award with
technical expertise more important than price. (1) Contractor must
have at least (2) years of background and demonstrate experience, in
the following areas: a) dealing with information technology concerns,
and meeting business intelligence needs of US companies and the U.S.
Government b) Shall have previous experience working with or within the
U.S. Government, in a way that reflects positively on their ability to
navigate the procedures/policies which are specific to the U.S.
Government. The specific areas of concern include but are not limited
to: procurement policies; relations with, and knowledge of, the
structure of the U.S. Department of Commerce hierarchy, as it pertains
to information technology management, the legal constraints and
propriety-based constraints as pertains to international trade
specialists working in a U.S. Government working environment.
Contractor shall have demonstrate experience in dealing with
information technology users in a timely, results-oriented fashion.
Those users should be able to attest to the fact that contractor worked
quickly, was technically proficient and replied with high degree of
customer-service. Customer shall have demonstrate experience in dealing

customer-service. Customer must have working knowledge of MS Access,
Visual Basic 3.0, 5.0 and 6.0, as well as MS SQL Server languages and
related technical ability. Contractor shall have working knowledge of
software programs presently being used for BISNIS email distribution,
including Cold Fusion 4.0, Nestscape Messaging Server 3.6. Finally,
contractor should be familiar with different software packages for
developing a system for developing fax and emaildistribution systems,
as previously outlined under "requirements." Contractor must have a
demonstrable record of working with little or no direct supervision,
and a track record of developing, independent of any direct
technology-related supervisors, solutions and responses. Qualified
