requirement for Chemical Analytical Services for hazardous waste field
samples for multi-media, multi-concentration inorganic analyses of 23
metals and cyanide using Inductively Couple Plasma (ICP), Atomic
Absorption (AA) Spectroscopy and Inductively Coupled Plasma/Mass
Spectrometric (ICP/MS) techniques. In addition, the analysis of nine
water quality parameters, hexavalent chromium and total recoverable
petroleum hydrocarbons will also be required. The SIC code is 8734.
Contractors will be required to utilize approved analytical methods, to
follow quality control procedures and to prepare and submit hardcopy
data and an electronic diskette deliverable within 21, 14, or 7 days,
as specified in accordance with a defined format specified in the
Statement of Work (SOW). Contractor may also be required to submit
preliminary analytical results within 48 hours, followed by a full
seven-day analysis, in accordance with the SOW. The analyses performed
will be primarily Superfund related, but other government programs
will utilize these services as appropriate. This procurement is a
negotiated procurement. This requirement will utilize a three technical
approaches where: (1) the contractor will be required to satisfactorily
analyze one round of pre award PA-PE sample(s), and submit data within
14 days in accordance with defined format and (2) the contractor to
pass a Contractor Compliance Screening audit. (3) In addition, the
contractor will be required to meet additional technical requirements,
past performance and lab inspection. Award(s) will be made to the
lowest price, technically acceptable offerors (s). This procurement is
anticipated to result in a maximum of 20 contracts. Three contracts
have been set aside for small business concerns. Contracts will be
competitively awarded as Fixed Price Indefinite Quantity/Delivery Order
Contract. Base Period of (12 months) and Option I (12 months), Option
II 12 months). The anticipated release date for the RFP procurement is
April 30, 1999. A Service Contract Act Wage Determination will not be
applicable to this procurement. The purpose of this CBD announcement
is to notify potential bidders of EPA's requirement, generate the
bidders' list and direct interested parties to the EPA's "Doing
Business with EPA" Internet World Wide Web site at
